- Improved performance or scaling for arguments in certain ranges
  for the following FFT subroutines:

  zrc2ft, crc2ft, drc2ft, src2ft, drcfts, srcfts, zdfft2d, csfft2d,
  dzfft2d, scfft2d, zfftmlt2, cfftmlt2, ccfft3d, zzfft2d, ccfft2d

- Improved performance of the BLAS subroutines SGEMV, DGEMV for
  certain arguments

- Fixed problem with underflow in the BLAS functions SNRM2, DNRM2,
  SCNRM2, DZNRM2 when the array arguments are tiny

Patches are cumulative, so this patch contains everything in 
previous patches MK1.6.x, where 0 < x < 5
